Autonomous Runet: what is it and why?

From November 1, 2019, a provision will come into force according to which, in the event of a threat to the stable and safe operation of the Russian Internet segment, Roskomnadzor will be able to exercise centralized traffic management in accordance with the procedure established by the Russian government. The order of management, as well as the types of threats and measures to eliminate them, will be determined by the cabinet.

In addition, Roskomnadzor will provide technical means to counter threats, the use of which is also determined by the government. The operators who installed these technical tools are exempt from the obligation to independently restrict access to sites with prohibited information.

It also provides for the creation of a national domain name system, which the Office will undertake. Coordinate activities on the formation of domain names will be a non-profit organization, one of the founders of which will be the Russian Federation.

A number of provisions, including on cryptographic protection and the national domain name system, will take effect from January 1, 2021.

What types of threats is this law intended to protect?
Threats will be divided into three levels: low, medium or high. Management will be taken if the probability of a threat is assessed as high or its level of danger is defined as high. Roskomnadzor will only deal with them.

Three types are now distinguished:

The threat to the integrity of networks – in which users can not transmit information to each other;

The threat to the stability of networks – in which the work of technical equipment is partially disrupted or natural or man-made disasters occur;

Threats to the safety of the functioning of networks – in which someone is trying to break into the equipment of operators or has a “deliberate destabilizing internal or external information impact” on communication networks.

How does this relate to telecom operators?
For them, the Ministry of Communications and Mass Media has developed a number of requirements, according to which the system should provide monitoring of the network for timely detection and elimination of threats, as well as provide the ability to control changes in traffic routing in case of transition to centralized management of public telecommunications networks and protection against unauthorized access management system.

On the shoulders of the operators falls the need to create a duty dispatch services. Providing services on the territory of one or several constituent entities of the Russian Federation should organize round-the-clock services. Those who have a number of subscribers from 500 to 2 thousand, it is enough to create shifts with an 8-hour schedule 5 days a week. The rest is not affected. Contacts of responsible persons are transferred to Roskomnadzor.

What are the equipment requirements for telecom operators?
First of all, these are climatic conditions and uninterrupted power supply in accordance with the requirements of the operational documentation. Also, of course, access to equipment is necessary for its maintenance, the security of which is planned to be provided with telecommunication cabinets with locks and access control.

To control the equipment, operators will be required to create a channel in a public communication network with a bandwidth of at least 100 Mbit / s. Each tool installed in a network must have its own network address and be able to connect to it the controls of the Center for Monitoring and Managing Technical Means to Counter Threats (exclusively in accordance with the established list of network addresses)

What is this bill not?
Contrary to the abundance of loud headlines and rumors, the project is not aimed at restricting the Internet, creating an “iron curtain”, etc. The bottom line is to protect the Russian segment from perceived threats and not lose control if other countries decide to “introduce their own rules of the game,” such as the United States acted on Huawei. This system may not go into active action for many more years, but the situation in the world is changing and it is worth being ready for this.
